There’s plenty of water in California at this time, but the pipes between the reservoirs and those wildfires can only supply so much water at a time, and these wildfires are so fierce they overwhelmed the ability of the pipes to supply enough water fast enough. And the high winds grounded aircraft from dropping water on those fires.

They are above capacity due to more than average rainfall for the last two years, and under Governor Newsom, a new reservoir is being built in California, the largest to be built in the United States in the last fifty years. Since Newsom only has two years left to serve as governor, It will be completed after he’s not governor any longer, since it can take a decade or more to build a large reservoir legally and properly.
